There is some Bank options (3) to deposit from Portugal, I assume he did use one of them and for all of the 3 options, usually the withdraw method is bank transfer. And I can confirm, the casino does not offer that option!

Not trying to say he's right when he says it's a scam. Far from that. Just saying that the bank withdrawal is not available. But I assume if he doesn't have how to withdraw with the options available he can contact support to find another solution. Or maybe he can try to deposit using another method and probably it will give him more withdraw options!
