I don't think we have anything like that here. You can't complain about authority here. But you can always start a thread or look at one where players exchange their knowledge and experiences about a specific authority. That way, what you write is actually public.
As for some other institution, I'm not sure which one I would contact if I were in your shoes. I would have to study it more, because I don't know if it's entirely possible or not.
What also occurred to me is that you could possibly use a chargeback, but that is a last resort and could disrupt your gaming at other casinos or even cause problems at the bank itself or with the payment provider through which you made your deposit. So it's not the best option, but it is a possibility.
